Review travel insurance coverage for pre-existing medical conditions

There has been an exciting new addition to plans that cover pre-existing medical conditions! To be clear, no plan technically covers pre-existing medical conditions, at least the first year or without a waiting period. To get the best, most comprehensive coverage, you would have to purchase a global plan, and it is not a major medical plan until the second year of a global policy. Check out these long term international health insurance plans for more information. The plans i wanted to outline for you today are for short term travelers (a year or less) who, nonetheless, want to make sure they are covered for what is called "acute onset" of a pre-existing condition. Remember that although we are “American Visitor Insurance” we do also cover American citizens and residents as well as International travelers when they travel abroad.

What does "acute onset" mean?

What “acute onset" means is, that, even if someone has a pre-existing medical condition, if they were to have a sudden, unexpected emergency due to the condition, it could be covered by their short term insurance. Not all policies have that coverage, so it is important to make sure the policy you are looking at has that coverage if you want or need it. To be defined as "acute" means that the condition is sever enough to life or lifestyle that it must be taken care of right away and you or your visitor cannot wait until returning home. Some companies define it by saying you must receive treatment within 24 hours of initial symptoms.

Do be careful that you do not need to already be diagnosed with an illness for it to be considered pre-existing. Many clients ask me all the time, "But how will they know?" Well, the insurance company will rely on the information obtained by the physicians and lab reports that are done on the insured person. If a person is already taking medication for some condition, this is enough to consider they already have some medical issue (otherwise, they would not need the medication). Some clients say something like, "Well, my parents have the usual conditions for someone their age." However, not everyone has a heart condition or is diabetic, so this is really not a medically accurate statement.

While most older people take some kind of medication, not all do. Also remember that it must be a condition that could give a sudden and unexpected emergency. So, for example, if your only complaint is arthritis, I’m no doctor, but I don’t think that can lead to an emergency situation. If your condition is diabetes or asthma, then this can put you in the hospital unexpectedly with a life-threatening situation.

Visitors travel insurance for Pre-existing Conditions

The other point is that these policies do not cover necessary treatments or medications that someone with a pre-existing condition may require. Someone on dialysis, for example, will have to find a clinic and pay for their dialysis out of pocket. Don’t forget your own consumer power to find a place and ask them how much they will charge you. Make it clear you will not have insurance for your visitor and, quite often, they will reduce the price for you (just like they do medicare or other insurance companies; why not?).

The coverage of "acute onset" of pre-existing conditions is one of the main differences in the policies that we offer. I have listed specialist travel insurance pre-existing medical conditions here in the order of best of the best, good, fair, to modest coverage. Their ranking within categories also takes into account other aspects of the plan, but is of my own determination (and opinion). Some travel insurance for pre-existing conditions may turn up in multiple categories depending on the age group or citizenship they are covering. Do note that most of the travel insurance for over 60s with pre-existing medical conditions have coverage for Repatriation of Remains, Emergency Medical Evacuation and some have an AD&D benefit as well regardless of their category all of which can be valuable for family members of older travelers (you will see pre-existing condition get less and less comprehensive with age).

01. For persons under 70 years of age

The best visitor insurance that covers pre existing conditions can be found for persons under 70 years of age.
Note that once a person hits age 70, the pre-existing condition benefit either goes away completely or is significantly reduced (to $2,000 or so only). So even though you may be able to pay 69 year old prices if a traveler hits his 70th birthday while on vacation, this benefit will no longer apply from that date forward. So, check the next age category if you are hovering at the 69/70 year boundary.

05. More Questions & Limitations on Pre-existing Condition Coverage

How will the insurance company determine what is a pre-existing condition?
Each company uses a slightly different wording for their definition, but basically, I tell people this is what it means: A pre-existing condition is a medical condition that you have been diagnosed with, are being treated for, or had before the start of the policy with reasonable medical certainty. This definition is tricky because the insured doesn't need to know that they have a condition in order for it to be considered pre-existing. We had a client who was diagnosed with a chronic bladder infection. Since it was found to be chronic, it was determined that the infection must have already been present before the trip started. Unfortunately, that meant the client did not get any coverage for their medical expenses. Many policies require a paerson to be stable in their condition before they will cover it as a pre-existing condition anyway, so even a policy with a pre-existing condition clause like the ones I have described above, may exclude covering expenses in this particular example.

It should be noted that for acute onset coverage, treatment must be sought within the defined time period for the plan and chronic and congenital conditions may not be covered.

Cost of best US travel insurance for pre-existing conditions

There is no single cost for all visitors insurance as the cost of US visitors insurance varies based on several such as the age of the visitor, medical maximum coverage, deductible for the plan, type of visitors insurance (Fixed vs comprehensive travel insurance), and the coverage if any for pre-existing conditions. For an average traveler, there are cheap travel insurance plans at less than a dollar a day. In general the cost of US travel insurance starts from as low as $15 per month and can go up to $200 per month. Understandably, the more expensive the travel insurance, the better and more comprehensive will be the travel insurance coverage.

Some plans offer coverage for "acute onset" of pre-existing conditions. However, this is misleading, since a careful look at their definition excludes chronic or congenital disorders from such coverage. Chronic illnesses are those that worsen over time and congenital disorders are issues one is born with. They exclude emergencies due to chronic illness because they will say that is not "acute" it is simply a worsening of your condition. There are only two policies we know of that offer coverage for pre-existing medical conditions. They are INF Premier and INF Elite plans.

Firstly, they define pre-existing conditions in the following way: A pre-existing condition is a condition for which the insured received treatment or took medication for in the previous 12 months before the start of the policy. If the medication dosage has not changed and is taken as a maintenance medication, this would NOT count as a flare up or treatment of the condition. In that case, very stable conditions that have no flare ups in the past 12 months are not even excluded as pre-existing conditions. Conditions that have had flare ups or doctor recommended treatment or change in medication, are still covered by the plans but with a higher deductible and a lower maximum.

INF Elite (also INF Elite 90) are comprehensive plans offering fairly complete coverage. INF Premier is a fixed plan. Find details on these plans here.

The above plans must be purchased for at least 90 days and can be quite pricey for seniors, but they offer the only real coverage for chronic conditions.

The other option, of course, is to take a plans with little ($1K) or no coverage for pre-existing conditions and take a risk that that condition will not flare up during the trip.

02. What does full coverage for Pre-Existing Conditions mean?

INF plans boast they offer "full" coverage for pre-existing conditions. This can be a little misleading. Firstly, any regular treatment or medication that is required by the condition is never covered. The main advantage to the INF Elite and INF Premier is that they cover sudden illness/injury regardless of whether it is pre-existing or not. The only difference is that a pre-existing condition will be covered with a higher deductible at at a lower maximum than any other "new" illness or injury. However, coverage is not limited to an emergency or life-threatening situation.

03. What does "acute onset of pre-existing conditions" mean?

The "Acute Onset of a Pre-Existing Condition" is a sudden and unexpected outbreak or recurrence of a pre-existing medical condition which occurs without any advance warning either in the form of physician recommendations or symptoms and requires immediate care (within 24 hours of first symptoms). A Pre-Existing Condition that is a chronic or congenital condition or that gradually becomes worse over time will not be considered acute onset.

The acute onset coverage benefit does not include coverage for known, scheduled, required, or expected medical care, drugs or treatment existent or necessary prior to the effective date of coverage. An example of this might be someone who has a food allergy or bee allergy and is unknowingly exposed to their allergen and requires immediate medical attention.

04. What is the difference between Full Pre-Existing & Acute Onset Insurance?

Acute onset of a pre-existing condition can be defined as the sudden & unexpected occurrence of a pre-existing condition which requires in-patient, emergency hospitalization within 24 hours of exhibiting first symptoms. The main difference between acute onset & full pre-existing is that with Full Pre-Existing coverage, is that one is covered for all pre-existing conditions and associated medical costs and this includes follow up visits, hospitalizations and doctor’s visits, etc. The acute onset coverage will only cover the in-patient hospitalization expense.

05. What are the limits of Full Pre-Existing plans under INF travel insurance?

Full Pre-existing means we will cover any issue regarding a pre-existing condition, however, if one is traveling to the United States solely for medical treatment, that will not be covered.
