The Patriot International Lite travel insurance offered by International Medical Group (IMG) is specifically designed for short term visitors outside the USA and is a hugely popular choice among tourists. This plan covers COVID-19 like any other illness.
The plan meets Schengen Visa requirements or Europe Long Term visa requirements as long as you choose a $50,000 maximum (at least) with a $0 deductible (some countries require a $0 deductible). Immediately after purchase, you will receive a confirmation email with details of the links to ID cards and a "visa letter".
The visa letter is what the consulate needs to see for visa purposes and states it covers COVID. They are considered official documents even though you print them out yourself. The plan is available for a minimum of 5 days and a maximum of 2 years.
