Medicaid is a US government program available to US citizens in some sort of financial need. Check with your state's guidelines for eligibility. Medicaid is however not available for international students who are not US citizens.
US college students can be covered by their parent's health insurance up to the age of 26 years. It is technically not "free" as their parents are paying for it, but it may be subsidized by the parent's employer.
